Extradition of Chung Haiu-nan
Some time ago I had the honour to inform you that Chung H■iu-nan had made off with $160,000 of money belonging to the Kuangtung Government and to request you to telegraph the particulars to His Excellency the Officer Administering the Government of Hongkong. By his good offices Chung Hsiu-nan was arrested by the Hongkong Polios. I afterwards received
a report from the Treasury Commissioner to the effect that the officer in charge of the Treasury Cheat, Shen Hui, had discovered that Chung Hsiu-nan had stolen a ledger, the property of the Kuangtung Government, a book of great import- ance, and I again had the honour to request you to telegraph to His Excellency the Officer Administering the Government
of Hongkong and ask him to cause Chung Hsiu-nan to be
extradited to Kuangtung for trial. The following is a list
of Chung Hsiu-nan'■ offences:

1. On August 4th 1913 Chung Hsiu-nan did in Canton
secretly take away two cheques, the property of the Kuangtung
Government, one being of the value of $100,000 and the other of the value of $50,000, and did flew with them to Hongkong.
2. On August 4, 1913, Chung Hsiu-nan in Canton did
secretly transfer $150,000 of the Government funds which the
Kuangtung Government had in the Shamien branch of the Hong-
kong Bank to the Hongkong office of the sane bank and did
procure Yang Hsi-yen to request the Russian Bank te take
that sum over from the Hongkong & Shanghai Bank in a new
